Behind the headline, an animated map of Louisiana: the parishes the operations center watches, with the demonstration registry's assets and the events that touched them.

Common Operating Picture · Emergency Support Functions · Louisiana

One picture for every desk on the floor.

MOSAIC puts the operations center's status board, its desks' entries, shelters and sites, weather alerts, outages and releases onto one Data Model and one live map, organized by the sixteen Emergency Support Functions. Choose a function and its layers, panels and entries come forward; the rest stays on the map.

Feeds · as each sender writes them

Six feeds, one picture.

The operations desk's board export, a weather service's alerts, utilities' outage reports, a national line's teletypes, the owners' registry and the watch desk's log. MOSAIC reads each as it arrives, from a file or pushed to its ingest API; nobody retypes a board into a dashboard.

Data Model · record types, properties, relationships

One Data Model.
Every board in its place.

Connectors map every feed onto shared record types. A status board's colors become each function's status in the board's own words; a shelter's census, an outage and a closure become records the picture counts the same way on every desk; and every value points back to the record it came from.

  1. 01

    Data Model

Function statuses, board entries, area statuses, operating sites, events and the infrastructure they touch, as record types every feed maps onto.

  2. 02

    Connectors

One per feed. Each turns a board export, a layer or a push into a batch; none writes to the database.

  3. 03

    One Write Path

Feeds, the ingest API, the desks' entries and corrections all load the same way, so the picture, its counts and its alerts always follow.

  4. 04

    Governance

Row-level security, partners' handling markings (TLP, PCII), retention policies and an audit of every opening.

Sharing · markings · audit

Shared on each partner's terms.

The center shares its statuses and entries with every agency on the floor. Owners and utilities share under the Traffic Light Protocol and the PCII program, and the database enforces what each marking allows.

  • Every read runs as the person asking, under PostgreSQL row-level security. The application's own database role cannot bypass it.
  • Choosing a function changes what the picture emphasizes, never what it holds: a figure on one desk is the same figure on every other.
  • Partners' handling markings travel with every fact, as TLP 2.0 defines them: RED to the people it names, AMBER+STRICT to the center alone, AMBER to the center and the agencies it shares with, PCII to PCII-trained users.
  • The wall shows kinds, places and counts, never a name.
  • Every opening of the picture is written to the audit log.

Emergency operations first.
Every support function after.

A new board is a package and a connector. Its record types appear in forms, filters, the map, the picture's views, dashboards, search and alerts, with no new application code.

MOSAIC · Multi-agency Operational Situational Awareness and Intelligence Center

One picture for every desk on the floor.

Built for the State Emergency Operations Center and its Emergency Support Functions, on the same engine as the state's intelligence platforms, with each partner's markings enforced in the database.
